"Had been there for lunch on a previous trip to Quebec city and it was OK. Not great but OK. Decided to go again, 4 people this time. Big mistake. Got a lunch menu. They have a smaller menu of fixed items. Took a while...to get starters but they came. Service was lacking at best. Ordered bottle of water. Brought 2 glasses for 4 people. Asked for two more glasses. Nothing. Asked for napkin Same: nothing. Then we waited about an hour as other people were arriving, getting seated, being served, while we still waited. When we inquired what is taking so long, we were told It is saturday afternoon, it is a nice day, we are happy . Not sure what that meant. But no acknowledgement. No I will see what is happening . Just a brush off. Asked again for the food after almost an hour of waiting. nothing. Asked to speak to manager. Refused. Told he is too busy. Then told there is no manager. Then told there is after all but too busy. I think they had forgotten the order because we saw 3 tables of people who came after us get served. Considered leaving after waiting an hour. Then food came. Had ordered tartare spicy. Waitress had said she will bring spicy sauce with. When it finally came, Nothing. Could not find anyone to ask. My wife had ordered the Cesar salad on their menu which was supposed to come with chicken. No chicken. Again could not get anyone 's attention. Daughter asked for Mayo on burger. No Mayo. They supposedly specialize in tartare. It was mediocre. Burger was average to mediocre. Fried chicken sandwich was similar to what you would have at a fast food place. Can 't comment on chicken Cesar because it came with no chicken. Seems like the place was run by inexperienced, untrained staff, with no oversight and if there was a manager (never met him/her), they have no concept of service. Disrespectful staff who do not care. A whole bunch of restaurants on that stretch of the street. So not sure how they plan on staying in business when they treat customers that way."
